Matthew S. Harward

Matthew (Matt) Harward has worked in the public utility and electricity industry for over 17 years, starting at the Southwest Power Pool’s (“SPP”) legal team before serving as the Manager of Reliability Standards.

His experience includes extensive regulatory and administrative law matters before the Federal Energy Regulatory Commission (FERC), open access transmission tariffs and service agreements, wholesale rate recovery for transmission facilities, electricity markets, RTO seams issues, system planning and operations, and compliance with North American Electric Reliability Corporation’s (NERC) Reliability Standards. He has broad experience supporting RTO stakeholder processes, and has served on multiple NERC committees and industry teams related to the development and implementation of mandatory NERC Reliability Standards for the Bulk-Electric System..

Matt, an Eagle Scout, received a Bachelor of Science degree from Weber State University in Ogden, Utah and a Juris Doctorate with honors from the University of Arkansas-Little Rock School of Law. He lives in Little Rock with his wife, Christy, and they are the proud parents of three children.
